"We've got a mass of this [outreach]. It's being done largely through the Basement, and it goes through whole categories of people in various parts of the country. We have a very rapidly growing extension of the organization around this project."
On the former U.S. Steel executive in Pennsylvania, also an organizer for Glass-Steagall, who said that "biospheric engineering must supersede environmentalism," LaRouche noted that "What we're doing splits the Green movement in two parts." Those who want progress from those who oppose it.
LaRouche had much to say around the excitement being generated internationally, welcoming all countries which possibly can, to join the project.
On Paul Gallagher's reports which are beginning to demystify the realities of unemployment by looking at total age-cohorts of the U.S. population, which reports continue in this briefing, LaRouche said, "This is extremely important; to get this thing out as soon as possible is good... The top-down operation is absolutely correct."
Paul reports that among the youngest cohort in the working-age population, 16-24, since 2000 their numbers have grown by 6.6 million; and their numbers out of the workforce have grown by 6.5 million. They simply have not entered the labor force. This has accelerated since 2007, and is still accelerating now; as experienced workers in late 50s and 60s who might have retired, do not retire due to impoverishment, workers 20-24 are preferentially laid off and teenagers have no chance of finding work.
Among teenagers 16-19 the employment shut-down is more dramatic. Their employment ratio was 53.5% in July 1993; 54.5% in July 2000; in July 2010 it is 31.3%. In 2000 about 36% of teenagers were not in the labor force; in 2010 about 60% are not in the labor force. Their numbers have increased by 3.5 million and their employment has dropped by 1.8 million. Unemployment among Iraq and Afghanistan veterans is officially 21%. The "Helmets to Hardhats" job-training program has trained 200,000 of them for skilled construction work, but of those, only 18,000 have found work.
"Enlarge the corps of engineers by recruiting from the military-eligible, or those who are out of military service, into the ACE," said LaRouche.
"What you have to do, is exactly do the obvious: is to get the CCC and equivalent operation going. And, what you do, is you put the thing under the Corps of Engineers. You transfer people who have military backgrounds, into candidacy for the Corps of Engineers.
"You want to get something going on this thing; we're going with the NAWAPA project. That means: the top-down is clear. It's on the kind of skills that are required to run this project. Then you find that you have a factor of the support of people who are trained, less-skilled as such, but are qualified. And, I think we want to include as much as possible, that military sector, or ex-military or potential military sector, within that program. So you'll have a CCC program, essentially, which will go under that department, which will be like the CCCs under Roosevelt. Then, you'll have another layer of people who are veterans of military service, who should be absorbed into a program which fits their skills: these are auxiliaries for the NAWAPA project.
"So you need a program which is funded, which absorbs them immediately into this. Because most of these people have families, they're married and so forth, and therefore you want them absorbed quickly. They're a factor of stability, as against these poor kids, who have no social stability whatsoever.
"What you want to do first of all, if you want to assure authority in the United States, you have to absorb the veterans of military service first, in this kind of program. We want them employed. That should be stated by us as a target. The highest priority in terms of the younger population, is to get those who have performed honorable military service, if they're not in military service still, given a net advantage in terms of advantages on employment of this type. Which means training, retraining. Because we consider them part of the inactive reserve, and we're determined to preserve our inactive military reserve. Include that in the whole NAWAPA project as a special category.
"The Brits are going for hyperinflation? So what: we screw them! Let's not take a defensive position on this; we're going out to screw them, and we should say so! Screw the British imperialists, and go with the program that makes sense. The point is: start from the NAWAPA project. Get the program on the basis of the three million. It's a figure between three and four million, actually, of people who can be employed directly or indirectly by the NAWAPA program; that's directly in the NAWAPA program, or indirectly in the effects that go with it. For example: we're going to have to build railway systems and other systems, which are needed to support the NAWAPA effort, but are not part of the NAWAPA effort themselves. So, we're talking about between three and four million people put to work immediately. We're talking about how to expand that by creating conduits of employment, such as veterans' employment, and so forth, which feed into that. So we're really talking about a very quick, Roosevelt-style mobilization, from March 1933, on, of this kind of thing, using NAWAPA as the key. And we should take that optimistic point of view, not the negative view of tying to compensate for unemployment. What we do, is we go for EMPLOYMENT, and absorb the unemployment by going for employment. And we go for all kinds of employment, including that which is regularly in there, the auxiliaries we think would employ people usefully, and get them to work fast. Because every time you take a percentile out of the unemployed, you're improving the economy!
